First and most importantly! remove the spark plug wire from the plug so the mower doesn't accidentally start and injure you.Then a pair of visegrips clamped onto the bottom deck should prevent the blade from turning.Then the correct size socket and half inch drive ratchet should give you enough leverage to turn the bolt out of the center of the blade. You may have to clean a little built up grass and dirt off of the bolt first with a wire brush to get a good bite with the socket.Remember righty tight lefty loosey.That should get the blade off .

Remove the deck (if push mower, turn it over). After its removed, take an impact wrench to the center bolt on the blades. Replace them with the new blades (make sure that they face the same way) Use the wrench to tighten the bolt back.
If you do not have an impact wrench, use a bar of some sort to hold the blades stationary. Use a flex T-handle socket(http://s7.sears.com/is/image/Sears/00944363000?hei=100&wid=100&op_sharpen=1) to turn the bolt with a breaker bar for leverage.

just put a crowbar under blade to the mower housing and remove the bolt in center of the blade, usually a 9/16 or 1/2 inch , remove the blade, replace with the new one, get it good and tight and your done.

confirm that the washer is next to the bolt head, and not under the blade. i think the order of installation ought to pass blade, flat washer, lock-washer, bolt. it is coming loose if the lock washer is lacking. perhaps a clean bolt may be so as besides, in basic terms be risk-free, no one needs you to place up the question "the blade got here off returned and chopped my ft off what to I do" sturdy success
