Port forwarding is something that is typically done at the router level. that is if you have a Internet Router , Access Point or similar, log into its control panel typically http://192.168.0.1 and click on the advanced or tools section, there should be pages there that allow you to point specific ports to your computer's ip. its usualy a router setting-goto cmd prompt-type in ipconfig to get your gateway ip address-type that into your IE or whatever explorer you are using-from there log in and goto port settings-create an open port for what you are wanting to use for torrents or whatever-then goto your firewall and add the same port to be accepted on your OS.
