Can plants grow in just mulch, without dirt?

I just looked it up, and some plants can grow in just mulch...

Sure they can. Many plants can grow in just water only.

that depends on the plant. Some plants actually do better in a very loose soil or even straight mulch such as izalea and rhododendrons.
