I was just told that my position is being phased out, and I will have until June 11th before I am let go. I will get a severance package (not sure of the details, yet). There will be no definate return to work date. I have VAC & SICK time that they owe me too. Will I still be able to receive CA Unemployment Benefits?

Usually most states require you to wait until the time your severance package covers runs out before getting unemployment. ie If they are offering you a severance package of 4 weeks pay, then you'll have to be unemployed more then 4 weeks before you can collect unemployment. Also note that you will have to show that you actively have been looking for, but have not been hired for employment during the 4 weeks that you've been without a job.

Also note that they only have to pay vacation time to you, sick time is not considered a vested benefit that they must pay out. However with them letting you go, they may choose to do so.

If you are receiving a severance package, you are usually not eligible to receive unemployment. The package takes the place of unemployment benefits. You would have to look at state law to make sure that this is correct.
