NEXT, read your Constitution... the VP doesn't have the power to authorize shoot-downs until the President is dead or has ceded power IAW the 25th Amendment.

Cheney was rushed to a safe and secure area during this time-why Bush didn't respond faster is the sixty-four dollar question-he looked as stun as the rest of the country of course this was smooth over because Bush didn't want to startle the children. Bush looked as if he didn't know what to do about this situation period and the country observed all of this.
