You can start by attending your town meetings and learning how the process works and by finding out what issues are currently on the agenda.
You can also speak to the editor-in-chief of your local news paper to write an article about the subject, you can also start by gathering a petition to show that this is an issue your community is concerned about.

First, you have to draw up a petition. If you can get 1000 signatures then it will be legit. If you don't have a thousand people in your town you have to get the majority of the people that lives there to sign it. After you do that you have to present it law officials in your town. If you can get your city's statistics on cellphone related accidents they have to acknowledge your complaints. You have to really press the issue because some people are going to give you a hard time because they are guilt of talking and driving. Plus, don't think your efforts are "stupid" because there are plenty of people who feel the same way you do. Including top law makers.

It depends on the state your in, but some allow you to get a petition going, and if it gets X number of signatures they have to put it to a vote. However the easier way is to lobby your city council representative to have them put forth a city law banning driving and talking on a phone.
If you can't get the city to do it, then try your county representatives, and after them your state representatives.

Why would you want to do that? Are there a lot of accidents caused by people walking and talking? (I guess there could be)
Have you thought of the problems associated with a law like that?
Get a petition started, have people sign it and present it to your city counsel, or town board, at a scheduled meeting. You may have to call ahead and schedule a time to do this.
I'd say good luck, but I really think it's kind of a dumb idea. sorry.
