Not in the city, but you might in the mountains or nature trails (just like anywhere else). I've been to San Diego over two dozen times and can't remember seeing either one.

Absolutely. We have rattlesnakes in the canyons, lizards all over the place. If you're bushwhacking, just use common sense, keep your eyes and ears open. I'm pretty sure the Gila Monsters are extinct in San Diego, no I don't think there are any poisonous lizards. There are lots of alligator lizards in backyards all over the county. I've run into rattlers in some of the hiking canyons within the city.

Yes, for lizards, No for rattlesnakes, as they are further out from the city..but there are lots of aligator lizards hanging around backyards..I used to see alot of horny toads lizards when I was a kid, but building has driven them to extinction in the san diego area. As for rattlesnakes, you have to go to the mountains or deserts or even the canyons to encounter one of those..Just becareful where you step, and carry a stick and tap it in front while your walking in brush during the spring and summer months..Ive only seen one in all those years of living there..Im now in Texas and havent seen a one yet...
