The first thing I would suggest is to check the ammonia, nitrite and nitrate levels in your tank. Odds are good it's a case of poor water quality. A 25-35% water change should help significantly with that problem. If this is not the case, post another question with additional details about how the fish looks and is acting. Be sure to include anything unusual you see about the fish.

It means it is bored. Get him some goldfish friends, or stir the aquarium every few minutes to keep him happy.

does it have anymore symptoms besides being listless? maybe someone at an aquarium shop can help.

He's bored. You should get him some fish buddies to play with and add more decor and hiding places.
