If you sent a demo of you freestyling over a dr dre beat, won't that be considered using copyrighted material and therefore the record companies won't spend anytime listening to your demo as well as getting into legal trouble?

It is hard to make your own beats if you don't know how.

Well first of all, you can make your own beats quite easily using apple's GarageBand. I believe that you do have the right to use another artist's beat, however, just like Wierd Al has the right to do his parodies.

It seems to me that 50% of rap-beats are sampled music from other artists... a lack of true musical ability.

Wierd Al gets clearances to use the music and pays royalties... and his JOB is parody, NOT pretending to be an actual artist.
