So I'm lookin for a really affordable video card.
agp x4
the games I'm focused on are Doom 3, Farcry, and say Ghost Recon Advanced Warfighter.

What card can I use to support these games and use all of their video effects? the less expensive the better.

man you are realy pressing it with only AGP x4. You cant realy get much graphics quality out of that...Currently the best graphics card on the market is the PCI-e nVidia 8800 ULTRA untill the ATI X2 series comes out but those things costs a fortune (and wont be released in AGP which I will explain later). AGP cards are getting extreemly hard to find as it is very out dated technology and all the newer/decent cards are restricted by the low speeds of it, even finding actual AGP x8 cards in stores is difficult as everyone wants the faster PCI-e so finding an AGP x4 is gonna be near impossible as manufacturers dont realy produce them any more. Your best bet is eBay and because it is so outdated you would be able to get the best available fairly cheap.

The problem is I am not so sure that an AGP x4 card will be capable of displaying those games in good quality because of the restrictions of AGP x4. I strongly recommend that you get a new motherboard that supports your CPU with a PCI-e slot or at least an AGP x8 slot which means you could get an ATI X1650 PRO or nVidia 7800GS which are basicly the best AGP cards (and hence basicly the last AGP cards ever released) and are still rather cheap as they hit the performance barrier of AGP. They will definantly play the games you require with at least medium settings. Hope this is some form of help to you but AGP is realy out of date and nothing much these days will play well on it
