I have lived in Florida (central and northern) it gets way too hot during the summer with little rain. The heat makes it stop but if it rains a lot then I would say yes it grows year round.

I happen to live in Socal and it appears to grow year round, can't say i stop to watch grass grow in California there is too much stuff to do.

Depends on the type of grass. Most grass grows as long and the air does not frost, get below 32 degrees

Having lived in both, I can say for the most part, yes. There are times when it gets cold enough that the grass grows very slowly though.
