Everybody who answered before me has been correct in "Click and Hold" dragging it down to the bottom of the screen.

I have a little more advice:

Place your mouse on START and Right Click>>> Left Click on "Properties". Click on the "Taskbar Tab" and review your options.

After dragging your taskbar to the bottom of the screen ensure "Lock the Taskbar" is checked. This way you won't move it again accidentlly HOWEVER:

Run your antivirus to insure you don't have any malware moving the taskbar without your permission.

Another easier way is Right Click on an empty part of the taskbar and Left Click "Lock the Taskbar".

1. I doubt that it's currently locked, otherwise you wouldn't have been able to drag it to the right side of your screen, in the first place.

Just click and hold your mouse cursor on any blank space on the taskbar, and drag it back to the bottom of your screen. Let go, once it's back there.

2. After getting your taskbar in the horizontal, bottom position again, right click on any blank space on it, and select "Lock the Taskbar" from the popup menu. This should prevent this problem from happening again.

Right click on the taskbar and unlock it if it's locked;

Left click and hold the task bar and drag it back down to the bottom of the screen.

Drag it with the mouse. You need to select an area of the task bar that does not have an image. It will not appear in the new location until the mouse is almost there, so it may not look like you are moving it.

Also make sure it is not locked by right clicking on it and looking at the menu.
