It's usually called a voltage divider. For DC, it's a pair of resistors in series. It is not necessarily adjustable. For example, if you have a 5V regulated supply but need a 1V reference, run 1K ohms to ground and 4K ohms to the supply. If you are asking about a specific circuit, I can't say more without seeing the circuit.

It is an electrical device which has a user-adjustable resistance. Usually, this is a three-terminal resistor with a sliding contact in the center (the wiper).
