The laptop is brand new. The manufacturer is HP. The op system is vista.

It may happen when the battery is dead. Does it still make the noise when it is on charge? ? How about taking it into a computer or electronic shop?

you might have a hardware problem. send it back for repairs ot your battery is about to die.
