Potential in electricity is always the available (supplied) voltage...a potential divider is simply the arrangement of resistors in that circuit to distribute (divide) this voltage into a useable supply for components....eg 12v supply across a 4ohm and a 8ohm resistor (in series) will you 4v and 8v respectively across each resistor

It's usually called a voltage divider. For DC, it's a pair of resistors in series. It is not necessarily adjustable. For example, if you have a 5V regulated supply but need a 1V reference, run 1K ohms to ground and 4K ohms to the supply. If you are asking about a specific circuit, I can't say more without seeing the circuit.
