It's not magnification in the sense of making something appear bigger. But the light waves are bent as they emerge from the water into the air. That's called refraction. So let's say if you were standing in the water up to your waist and lifted your foot, it would not appear to be in the place that you would expect it to be. Refraction also makes it difficult to spear a fish when you're outside the water.
