Since I am not 250 years old I cannot give a true answer, nor can anyone under that age. It is only correct to comment on those you have experienced, otherwise you are dependent on the opinions of others.
Unless there have been some very poor ones in the past, the current criminal in the White House must be in the running for worst.

Best president would be a tie between John F. Kennedy and Abraham Lincoln (Honest Abe).
Worst President would have to go George Dubya Bush. Worse than even Jimmy Carter.

I think Thomas Jefferson was the BEST President in U.S. history. He understood the fragility of democracy, and recognized how power would corrupt the political process. Jefferson once said: "The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants." He obviously knew what he was talking about!
Without question, the WORST U.S. President to date has been George W. Bush. He is incompetent, untrustworthy, bullheaded, arrogant, stubborn, incredibly obtuse, and completely ignorant of what his job entails. All he cares about is OIL and WAR PROFITEERING for his wealthy elitist friends. He has no depth, no conscience, no skills or intelligence worthy of the Office; and - on top of all that - he is a mass murderer who has accepted absolutely no accountability or responsibility for an unjustifiable killing spree that has left 675,000 Iraqis dead and 3,300 U.S. soldiers dead - all because George W. Bush is too stupid to comprehend the iniquitous, nefarious consequences of his immoral actions all because he wanted to settle a personal vendetta his family had against Hussein and because his rich business associates are reaping, raping and pillaging massive OIL and WAR PROFITS from all this carnage. Bush has put American taxpayers trillions of dollars in debt for absolutely no reason other than his own personal self-interests. He should be tried in an international tribunal for high crimes against humanity - and, if convicted, he should HANG just as he arranged to HANG Saddam Hussein. -RKO- 05/12/07

Best: Eisenhower, theres no question in my mind about that.
Worst: Harding, G.W. Bush or Woodrow Wilson. Which one is the absolute worst is hard to determine, but those three are definitely in the top 5 worst.

I believe your best was George Washington, for without his perseverance in battle, you would not have escaped from the clutches of the Brits, and without his strength of character, you might have been a...monarchy (he refused to become King, though many wanted him to).

Wow - you can argue for most of them.
Kennedy was probably the most over hyped and actually achieved less than the vast majority.
Reagan put a stop to the cold war!!! What more could you ask of a president? Sadly one who will never be seen as great - George Bush has actually pushed Russia and other countries towards a new cold war!!!!
Best in recent times - disregarding that sexual incident was beyond doubt Bill Clinton - who interestingly has done more for world peace since he left office than George W has done whilest he is in it!!

Very hard question. I would say... JFK. He inspired alot of people.
Other notables are
FDR, LBJ - if he didnt screw up majorily in Vietnam-, Washington for not pulling a power grab.
