The primer bulb is supose to be sealed.
If it has a crack, or hole in it, the engine will draw ait through the hole instead of drawing gas from the carburator.

If it's a Techumseh engine, the carburators tend to plug up after sitting for a while without being used. Trying to clean them is a waste of time. Buy a new one.
The gas evaporates and leaves a gummy substance in the carburator bowl that plugs the jets, or gets corroded from water in the gas.

If it's a Briggs & Stratton, drain the carburator bowl by removing the carburator bowl nut on the bottom of the carburator bowl. 1/2" socket works well.

Also, check the gas tank for water.

This is a common problem with today's mowers.

1. Check the prime bulb to see if it is rotted or has a small hole in it. If it is or does replace the bulb.

2. If it is a newer motor they have very weak sheer pins pull the fly wheel and check the pin to see if it is slightly bent or broken replace if either is the case.

This happened to my Briggs and Stratton 3 hp motor.I took the carburetor apart [it was made from plastic!] and found that a small part [also made from plastic] had unsnapped from it's mount.After snapping this piece of crap carburetor back together,it has run perfectlly for a year.If you take yours apart,be careful and take your time.It's very delicate.

Gas isn't getting up to the carburetor. Check the lines.

you have a carberator problem...If it's a briggs and staton engine, a inexpensive kit it around 12 dollars. If it's a another engine try a small engine repair shop to get the parts..It's real easy to fix.

You have a restriction in the fuel line or tank.

You got fresh fuel in that thing? If it's last years-replace it, since it could be your problem.
