Hi... Does anyone knows how to connect a very old computer (Commodore, Sinclair, Atari 400, etc) to my PC monitor computer? I've read something about connecting a TV Tuner Card that support NTSC/PAL to my PC and plug the old computer in the TV card, but I haven't found anything like it...

Any ideas?

If you MUST use a monitor it's going to have to be through a monulator that takes the TV output from the Computer and tunes to in, then scan rate converts it to VGA resolutions.

NOT going to be cheap, a cheap 15" tv is going to be much simpler and cheaper

Do you know the connection type of your old monitor? I suggest finding that out first. (Also New CRT's are fairly cheap these days).

In theory yes. If i recall correctly they have BNC video outputs. What you would need to do is buy a converter for a BNC to VGA. Newegg sells them for roughly $34.99. (Link is in the source) Hopes this helps.
