How about bark or wood chips. it's a good alternative, they use it now a days for swing sets in childrens parks for a softer landing incase they fall.

have you seen the new rubber mulch made from recycled rubber material.. it is a great alternative that last longer than the wooden chips and soft when you walk on. you can find them easily at Home Depot or Lowe's

Bark chips like they use in flower beds or the rubber imitation bark chips that last several years.
