This usually happens when you try to edit a document that someone else has protected. There's not really any way to edit a protected document unless you know who protected it.
If you can't even create new documents yourself then there's something wrong with word and you'll have to go about getting it re-installed.

Mostly new laptops comes with office 60 day trial and you need to buy an upgrade for that. After 60 days it goes to reduced functionality, stops letting you write or do regular, it just lets you see what the word document is like the word viewer. It mostly works that way after 60 days. I have never seen microsoft put office pre-installed, until you customized it,you may add it, but it is always a 60 day trial for 2003 or 2007.
Did not read that you said it was locked. Check other documents, if you can edit others than someone put a password on that specific document, but if it is on all than it is on reduced functionality. And check it with wordpad or notepad or get openoffice.org.

First, you thought WRONG. All Windows machines come with Wordpad, a very junior version of MS Word, but not MS Word itself, which is sold for $100 or more if sold separately.
Second, someone else opened the file then the PC crashed. Delete all temporary files in the "My Documents" directory (files with funny names like starting with a tilde ~, and so on. Then try again.

Unfortunately, "all" machines don't come with a free MS Word; but some now come with a free trial period version, which is what you seem to have hit. You can read your existing files but they are now locked from editing, and you probably can't create any new ones, either.
Because MS Office is such a big seller, Microsoft doesn't give it away, but they're eager to tease you into using it and getting hooked on it. Looks like it worked in your case. Can't say that I blame you.

well you first would need to tell us which kinda of microsoft word it is..
office 07?
but if it says mod is not allowed you would need to unlock it, since it means someone put a password on it so no one can type over it
