You will need a length of 3/8" clear plastic tubing about 8' long and a board or even a piece of cardboard about 6"wide X 4' long. Fasten the tube to the cardboard in a U shape. Stand the assembly upright with the open ends of the tubes at the top and fill tube with water til the level is about half way or 2' from the bottom. Mark this level as 0. Starting from 0, make marks every 1" above and below the 0 to about 20. You should now have a scale on one side of the tube that goes from 20 at the bottom to 0 then to 20 at the top. You now have a slack tube manometer. I hope you know how to use it?
