The first issue is that sometimes giving up is a viable and logical option.

A killer who never gives up?
A robber who never gives up?
A serial rapist who never gives up?
A robber baron who never gives up?
A cheat who never gives up?
A liar who never gives up?

Not giving up is not all that its cracked up to be.

I'd prefer the killer give up and have a lack of confidence. (I know I can, I know I can, I know I can.)

So long as you never give up on attempting to gain confidence. That is where I believe you should be concentrating as that appears to be your challenge. If you never give up then don't give up on confidence.

Take some time to find out the good things about you and list them in priority order (10 things is good), list the 10 bad things you don't like about yourself (10 worst first) and then each day, be confident because of the 10 good things about you and try to change one of the bad things into a better thing. Your confidence will grow exponentially

What kind of confidence are you looking for? And what all obstacles are you facing while you are trying not to give up? You see there is not any one split and dry thing just because psychiatry would have us believe that all things are concrete when they are not life is fluid and so are most human beings that is really what being normal is all about. To say that you can not be confident and yet want to give up is not human and neither is to say that you can not want to give up and still have the utmost confidence. It is a lie. There are no crystal balls and all people are different wouldn't you agree?

You can always be surprized. Classic example : Allies landed at Anzio. They could have gone straight to Rome. The Germans were in disarray and would not have offered serious opposition, But the General in charge feared a German counter-attack and held the beach until all forces were ashore and ready to attack. By then the Germans had gotten into position and a three month blood bath ensued.

If you say you never give up then that in itself speaks to the confidence that you must have in order to have the faith in yourself to preserve no matter what.
