Because news is about conflict. If there is no conflict, there's nothing to report on. No one wants to read a story about a family where everyone gets along, is healthy and have no serious problems. Not to mention that the above story would be impossible to write.

Good news isn't...if there is no obvious he said/she said, or confrontation, it's a waste of bandwidth. Good news ''puff pieces'' are tagged onto the end of TV news reports so as to leave a good taste in your mouth,IE, ''leave 'em laughing''.
