Cities do NOT have congressman. States have congressman - the number is based on the size of the state's population.

Each state has two senators. The number Representatives depend upon the population of the state. Representatives are voted on by district.

The number of congressmen each state has is based on population while each state has two senators. The number of congressmen for each state can change after every 10-year census, unless of course, the republicans pull their dirty tricks of redistriciting in between the censuses.

State is determined by the state

Federal by federal.

And they are not by "city", but rather area (which can cover several cities)
