When I go to till the wheels move the tines move off the ground I put it back on the ground they won't dig the dirt

the drive belt is broke

Loose drive belt to the tines.

Most tillers have a drag bar. The wheels are to move it to and from the garden Think you better read the manual before you get hurt.

I don't know about the Craftman but some tillers will have a bolt holding the tillers to the drive shaft. It might be that the bolt has fallen out.
