I put slate in a bathroom and it has raised the floor a good 3/4 inches. The toilet now leaks. I had a plumber come out and he told me the flange is not high enough an now he will have to cut a hole in the ceiling below the bathroom to cut the flange out and put a new longer one in. Does this sound right?

Listen to Sensible! The flange extensions come in a package, with 2 or 3 different thicknesses, and they have a gasket that goes between the original, and the extension. If your old flange is PVC, just glue the extension to the existing flange, install a new wax ring, and I suggest a new pair of closet bolts. Good luck!

Not right at all. Use flange extender(s) to raise the level of the flange. Some have an adhesive on one side to stick/seal to the original flange and others need a bead of silicone between them and the original flange. They also need to be screwed down to the floor. They have holes that will match the original flange. They are available in different thicknesses so buy what you need to get the flange at least even with the floor.

Yes it does sound right.

Don't use the flanger extenders or the extra thick wax ring, it will work at first, but over time it will be nothing but problems, and you'll be calling your plumber back, to cut a hole in the ceiling and put the longer flange in.

Just get a thicker wax ring such as a harveys #10 or stack two wax rings. That plumber is trying to rip you off.

NO..... You can get an extra thick wax ring that should compensate for the difference..
