If someone say's "Your car is running rich." it just means it's using too much fuel when it's running.

The term "Running rich fuel" relates to the air/fuel mixture burned by the engine.
The IDEAL fuel mixture for the engine is 14.71:1 air to fuel, by weight. So for every pound of fuel, the ideal mixture is 14.71 pounds of air. If the engine is using something like 14.53 pounds of air to 1 pound of fuel, it is considered "rich".
The opposite condition is called "lean", and might be something like 14.98 pounds of air for every 1 pound of fuel.

Your car isn't getting enough air from the carb, and it's igniting more gas than it should as a result. This makes the exhaust smell strongly, and usually isn't too big of a problem...

it means that the gas to air mixture ratio is off and more gas than air is entering engine....this just happen to me and i had to replace an oxygen sensor in my car.
