is it not allowed to enter the uae having the age of 23, visit visa. does the immigration on the airport will hold them? can she have a job here?

If you hold only visit visa, surely you can't have a job there. You have to get work visa. Otherwise you can only stay there for a vacation, not exceeding 6 months.
To work in UAE you have to be at least 21, means they're fine with 23.

She can enter to uae with a valid visit visa but cannot work in uae. uae labor law did not allow visit visa holders to work.

I'm 22 and recently was in Dubai and there was no problem but I didn't work there or anything
