I have an epson photo printer that when i print the ink stays wet. i have changed cartridges, but to no avail. any ideas?

Just let it dry for a second. Photo printers tend to have a high concentration of ink per square inch, and as such take longer to dry.

If this is an inkjet printer and you are printing on glossy paper, then that is fairly normal. It may take a minute or so to dry depending on the humidity.
