A few things to know first.If this is an older tank you can use the gas in it but you may not be able to refill it.It will have to be an OPD tank to refill.OPD stand for over fill protection devise,it will say this on the handle and the handle will be triangular in shape{old one will be round or have several fingers]You can exchange the tank or have a new valve installed if in is not an OPD but it will be cheaper to just replace the whole tank.Now for your question,it is a propane tank.The answers that other have given you are not wrong but a little incomplete.If it is an old tank and you shake it around there may be liquid in it but that liquid may not be propane.Old tanks will accumulate an oil called heavy ends.I have seen a lot in a tank so not always a good way to check.When weighing a tank it can vary several pounds depending on who manufactured it.I have seen them from 17 to25 pounds.There will be a tw # [tare weight]on the protection ring this is the weight of the tank when it is empty.Weigh it on a bathroom scale and subtract this number from it.This is the weight of the gas.If it is only a pound or two it may be gas or the heavy ends[oil].If it is full it will be 20 pounds plus the tare weight of the tank.

Get a guage to see how much is left. empty tanks usually weigh about 17 pounds when empty (depending on the metal)
Sometimes if you leave the wrapper on a tank there is a guage that you can put water on to tell if there is any gas left in it.
Portable tank is propane. Natural gas is a direct connect from a pipe.
Worse comes to worse buy an extra tank and have it filled, (if you can't buy one that is already full) and that way you will never run out during a cook out, since you will fill the empty one as soon as you switch tanks.

If it is a portable tank, it is propane. You could try rolling it back and forth. The gas is a liquid until it comes out of the tank. Should be able to feel the sloshing. You can buy an indicator that sticks to the side of the tank and indicates the level of the gas.

An empty bottle is farly light without any gas in it.
and bbq grills are all propane unless you buy one that is to be built in and piped strieght to a gas line.

Pick it up and shake it, if there's anything in it you'll feel it sloshing around. If you have someplace around you that fills tanks rather than swapping them, they can top it off. They set the tank on a scale, and fill it to a certain weight.
It's a propane tank.

Propane. You can feel the tank It will be cold where it is full.Just put your hand on the tank there is a significant temperature difference you will be able to feel it . good luck hope he likes it.

some grills come with gauge that tell you if it is full and the ones in home depot are propane

I think it is better if the fire came from burned wood. I think those chemicals are not that good.
