my neighbor has lilacs and i was wondering is there any way to cut some off and have my own bush

You neighbor's lilac is probably sending out side suckers/shoots along the ground. Dig a clump and transplant to your yard. Best done when it's cool and cloudy for a couple of days...or you can erect some light shade over the new transplants to help them along.

My neighbor who has beautiful dark purple lilacs told me that it is best to transplant the shoots during the months that end in er. Like September, October, November, December. She claims that it will her the mother plant if you do it in other months.

I would also use rooting hormone and keep the transplant wet for a couple of weeks.
