Just type "free website" in any Search Engine. You'll get a huge list of sites that offer you ways to create your own website. Most of the stuff is automated, such as blog, guestbook, etc.

In most cases, they offer ways to transport your free website to a paid domain once you're happy with the way your website looks and functions.

a bit of a wide question,
you could break a website down into different parts,

the files/design
-which you can create in something as simple as notepad, but dreamweaver is a popular editor. content can now can be in a very wide range of source, html, java, flash, images, cgi.
the host
-you files must be stored some where to serve the data to the public(server) using a http daemon, apache is a popular one, or more commonly, people apply for a free webspace from a provider, to serve the pages. but if you know what your doing you can do this direct from your own computer, but i wouldnt advise this to someone new, as it will open up security issuses to your system
domain
-the name of your site, free webspace providers will usually give you a sub domain or a directory, like myweb.yahoo.com or www.yahoo.com/myweb, but if you wish to have your own domain you need to apply for one, my last one only cost £8 for two years. normally the domain provider will supply a web based form to redirect traffic from your brought domain to your site ie. www.myweb.com -> www.yahoo.com/myweb
