Well if it were me I would just use FTP and FTP the files I needed access to onto your hosted account. Then you can use FTP from anywhere to access them. It is as secure as the password you used.

If you really want it on a website use some Resource Management open source software and load that onto your site. It will take php or active code and a database to work correctly.

You could also load the files onto the web site and use .htaccess to password protect entry into the directory you stored those files.

It really all depends on the type of files you want to store and access. All of the above methods are free.
