They are just playing politics. They want to be reelected so tell the voters what they want to hear.
Nothing strange about it at all. You see this every time there is an election not far away. This time though they are getting at it much earlier than before. With information being transferred instantly it takes some real tongue wagging to get peoples attention.

The last poll that I paid attention to was the exit poll that claimed overwhelming victory for Al Gore. It was another Dewey Defeats Truman!
If republicans are starting to govern by poll, I'll lose all respect for them.

Because Ron Paul is the only one who voted against the war repeatedly and is the Republican that is leading in the major polls mainly because of his stance. Check out msnbc if you don't believe it.
