Without any other details, it might help to know what you intend. Clothes Rack? Certainly the process can be simple, using an appripriate thickness of PVC straights, T's, and 90 degree elbows, connected with PVC cement.
Again with no details to go by, you make it as tall as you want, have as many horizontal pipes as you wish, and a base can be constructed in the same manner.
A more important issue is that PVC Flexes, and horizontals should be filled with broom handle type dowels perhaps, kind of defeating the PVC purpose, but will add support.
You might use examples of metal clothing racks as your model.
