I wonder it because here in Azerbaijan, if you are a free worker you can earn at least four times as more as you earn when you work with government

The government pays a little less that the average private sector job but makes it up in better benefits and job security. If you are highly skilled or in a field with a high demand your pay could be quit a bit more in the private sector.

The U.S government tries to pay as much as a comparative civilian worker plus the government usually has better benefits and equal opportunity rights protections.
