Video? For what?
Form our perspective, any motion would be perceived only over the course of several days, so any still photograph would be just as good, you know. Unless heavily processed, a video would be just like the video of a mountain: nothing happening that could be distinguished.
And since Halley last passage in the inner solar system was in 1986, any image you could get would be 20 years old.

www.jpl.nasa.gov/pictures/comet/halley.html and a lot others for pics. Video will all be compilations of pics as it is not that "kind" of event.
