It's not the immobilizing that's cruel, but rather the circumcision itself. Take a look at the video at http://www.cirp.org/library/procedure/plastibell/ If they are going to cut away part of a person's body, they have to keep him from moving around to minimize the UNWANTED damage, but the damage of the procedure itself is profound and irreversible. Why do parents in a "civilized" country still do this to their sons? And why is it not illegal?

Yeah, the doctor will strap down the infant's arms and legs so he can't move. The worst part is that most infant circumcisions are still done without anesthesia or only topical anesthesia, which doesn't prevent the pain felt when the scalpel actually begins to cut through. It's pretty brutal, and significantly worse than a circumcision performed on an older guy (I think).
If you can stomach it, the link has a video of a typical circumcision being done. It has subtitles, so if you watch it without sound, it's more "bearable" because you can't hear the baby crying and screaming.

They usually only strap their legs down. It's for the safety of the baby because they're wiggly little beings and if they were wiggling all over the place, the circumcism could be messed up. Plus it needs to be done in a sterile enviornment and this prevents the baby from contaminating itself an risking infection.

Most of the time they are placed on what is called a papoose board that has Velcro straps to keep them from moving around, not because they are in pain but babies are babies and obviously don't understand say still. Its no more than you going to the operating room where you are strapped to the table to protect you from injury etc

You bet they do! And the baby screams like it hurts like h*ll - because it does. It is a cruel and useless procedure that no child should be exposed to. There is no clearly established medical benefit.

Yes they are strapped to a Circumstraint (TM) with Velcro straps. They scream and struggle to no avail and their penis is mutilated, usually in the USA without any anesthetic.

yea and they have to strap it down with inch thick ropes incase the baby breaks loose and terrorises the hospital!
