Vishakha definatly sounds more beautiful. I think your daughter would appreciate the name more too. It just sounds more delicate and femanine. but thats just my opinion!! to help you further on your decision...heres the meaning and personality traits of both of them. these are always good to consider!
Surbhi means "fragerance from flower"
Vishakha means "upright"

vishakaha , surbhi sounds like the arabic name subhi, hehee i dont like subhi, besides subhi sounds like soup, sushi, things of that nature. and that will be his name forever,(other kids could pick on him) vishakha is a wonderful choice!

both are good but according to me both have some signs of old names think of a new name
