More than one thing to check here although, the water level in the tank is the first one. Check the chain/strap that lifts the flapper. If it has too much slack, the flapper will close before all the water in the tank exits. Should allow the flapper to "just" seal. Take a mirror and check the holes under the rim of the bowl for blockages. Sometimes deposits build up there and block the holes. Clean out with a piece of wire. You could also turn off the water supply valve and flush. Then pour a couple cups of vinegar down the hole under the flapper. Let it sit an hour or so and then turn back on.

The 80's,
It sounds like your tank is not filling all the way. So when you flush there is not enough water to carry away the stool. You need to adjust the float in the back of your toilet, so it will fill up with more water. There should be a mark on the inside of your tank for the water level.
