I'm not really sure what the problem is. Wish I had more info. Maybe you need wider straps? Have you tried a "T back" or "Y back" so the straps don't fall? I have also heard that Fredricks of Hollywood has almost all sizes and I'm pretty sure I've heard that they have 1/2 size cup differences for each cup. Like you could get a bra with one cup being a C and the other cup being a C 1/2. Maybe you need bigger sizes? JC Penny has a really good range (34 DDD's and such), and my roomy gets really cute ones from Lane Bryant for the curvy women.

The best place I ever went to was Rigby and Peller in London, I believe they do have other shops in different cities now, I couldn't believe I had been wearing a bra 2 cups larger than I was for years, the thing is though if you buy cheap bras you do need a different size but if you buy a good quality one your fine, we can't always afford the expensive ones though can we, Marks and Sparks are pretty good too for measuring.

Call one of the big dept stores: Penney's, etc and find out when they are scheduled to have a lady come in next to do bra fitting. Yep, this lady's job is to go around to the different stores (on weekends usually) to help women find the right bra. This service is free.

My wife and her mother (both very well endowed) went to a speciality shop and were PROFESSIONALLY fitted. They are both more comfortable now. They found out the were buying the wrong sizes. The bras were a bit pricey (definitely not WAL-MART quality), but worth the comfort. They're YOUR breasts, so take care of them properly. If your BREASTS aren't happy, how can YOU be happy?

No one is a perfect shape or size. Go into a department store that sell them and be fitted for one. There is no point wearing something that's not comfortable.

If you go in Marks and Spencers (i know lame but hear my point) they measure you and tell you what cup size they recommend and then get some samples for you to try on to see if they fit right.

Have you tried Victoria's Secret? Although they are pricey, their bras usually fit almost every body type...just have them measure you.
