Speakings and writing skills mostly depend on your english vocabolary. If you know a lot of words you can easily understand everything, and you will let other people understand what you want to tell.

The most fastest and effective way to improve your english language is --'to speak and write english as much as possible'--. That means, you should find some english-speaking-friends from some other countries. Write e-mail to them on a regular basis, use different topics for the discussion (don't stuck on somethin gin particular, like hobbies, but try yourself in all possible topics for conversation, like globalization, global warming etc.).
Use Yahoo! or Skype to speak to your friends, try voice chatting. It is very effective.

Meet and speak with English (not american as their english is different) people.
Watch English TV shows, like BBC News.
Read English newspapers.
Try your hand at English crosswords.
Carry a dictionary and translation book in your handbag/manbag.
Failing all of the above - take a college course. :-)

Listen more and more english conversations, read english books like CHANDHAMAMA, etc...
Watch english movies, then try to speak others without any fear and also an English speaking course will also help u dear

The main thing to do is to expose yourself to as much of it as you can- listen to the radio, watch tv, read the news and so on. Don't try to understand every single word- just try to understand what is being spoken about. Note down vocabulary you already know as you are reading/watching/listening and you will soon see how much you already know! You could also try going to an English Language School.

Watch children's shows on PBS like Sesame Street. Your local library probably has ESL (English as a second language) Sesame Street videos you can check out for free. That way you can hear how to pronounce the words. Then, the best way to increase your vocabulary is to read anything you can get your hands on.

Read, read, read. Use dictionary to help you. Watch movies and TV in english with english legends. Try to speak to other people in english. Try to translate music in english and hear them often. Try to think in english. Try to make english speaking friends by internet.
