He or she most have an infection you'll need to get to the vet to get antibiotics for your cat....or else if you can't afford it you'll need to clean the infectioned area oftenly. I believe it most be an open wound and since its in the area where ur cat urinates it has builded infection.

Maybe trauma from banging the chin against the ground after a jump, or from being rolled on the street by a car. Does it hurt him when you touch it? The lip may be pulled away from the jaw by trauma and could be very tender. Is he eating? If not, worry about a broken jaw. The jaw can break lengthwise between the two sides so that it isn't stable for chewing. Sometimes, cats will eat anyway after the swelling and pain subsides. Other things it could be: acne - a boil or pustule; a skin allergic reaction; a foreign object under the skin; a tumor; another, rarer skin condition that could be benign or not. If it isn't painful and he seems fine, I would watch it for a few days and if no improvement see a vet.

When my tom, Chas had this problem, he had a small thorn stuck in his lower lip. It got infected and caused his lip to swell up and turn black.

If his lip is hot to the touch and a dark color, take him to a vet. If not, watch him and see if he acts different. Cats are great at hiding when they feel sick. By the time they act sick, they are usually REALLY sick.

Sounds like an insect sting, spider bite, snake bite or abcessed tooth. If a snake bite or tooth abcess, at least half the face will swell and it is a good idea to go to the vet for antibiotics.
