my father has no credit and no job, but he does have income. he gets a social security check for $900 every month but he can't get any credit because he has no credit. what can he do?

Although these offers tend to have higher interest rates (and additional fees) when compared to 'standard' credit cards-- they'll give your dad the opportunity to build and improve his credit score. Eventually, with regular on-time payments-- his credit score should raise enough to apply better offers with lower APRs and less fees. But for now... these are his options...

If he lives in the same home with someone else, you, your mother, your siblings, etc., he can use their income as household income.

If he lives alone it would be very hard with that income. But he might check with his bank or credit union.

Using only his income, he might(?) qualify for a secured card from his bank or credit union, also try Orchard Bank and HSBC.

One other way, which would be risky for you, is for you to open an account and put him on as an authorized user.
It would be risky because you would be liable for any charges he makes.
If you add him as an AU you can remove him at any time.
You should take your time to think about it before you decide on taking that route - and also try the places I mentioned above first.
