If your previous communication to her was suggestive and flirty, "hugs" may be her way of gently settling you down. ("No no, we're friends, we hug.")
Or maybe she signs all her notes "hugs".

Everyone's different, and some people use Hugs for people they like, for friends, or its just their thing. The only way to really know is to compair what she writes at the bottom of other peoples notes. Like if she does it for all her friends, then it means nothing. If she does it for every guy she writes a note for, then again nothing. But if its outside her norm, and she doesn't do it to anyone else, then it might mean something. You've just got to look at it in context to what she does for everyone else.

Don't read too much into this word early in a relationship. It is meant to show fondness or casual affection, not intense, pervasive love (except within the assumed commitment of spouses or fiancés). Even girlfriends do ((hugs)). If it helps, it *is* a very warm and sincere expression.
