Anyway, don't panic right away. If your dog has been affected by this meat, she will develop vomiting and/or diarrhoea before too long. If this happens, the only thing you can really do is keep her off food and give her water only until you can get to a vet. Food poisoning is only treatable with veterinary attention, but don't panic, the dog might well be fine.

It might depend a whole lot on how the meat was packaged. Seriously.
Dogs do have a much stronger digestive system than ours, so most of the time they can eat really gross things and not get sick.
But there is an important difference between aerobic and anaerobic bacteria. If the meat was thrown out loosely in the garbage, your dog will probably be fine. Dogs have been eating "naturally" rotten meat for millions of years.
On the other hand, if the meat was hermetically sealed, then the rot is from anaerobic bacteria, which are often much, much more toxic than aerobic bacteria, and to which animals are less immune because in nature meat rots in the open air.
Until you can get the dog to a vet, the most important thing you can do is make sure he gets a lot of fluids to help his body eliminate the toxins.
Keep an eye on him & watch for fever and dehydration. Don't panic, though, dogs' body temp is naturally higher than humans'. But if the nosepad feels scorching hot, he might have a fever. Keep him cool.
To check for dehydration, pinch a large fold of skin on the back of his neck. If the skin relaxes normally, he's fine, at least for now. If the skin fold remains peaked for a moment before the skin relaxes, your dog is dehydrated, and you need to get some fluids into him now. Squirt water in his mouth if he won't drink on his own.
One reason dogs can eat all kinds of crap and not get sick is that their digestive system works much faster than ours (so bad stuff doesn't stay in there long enough to make them sick). So you'll know very soon if he's OK. My Beagle got out & ate something toxic somewhere, and within an hour she was belching and panting.
In any case, it's never a bad idea to have the vet check out the dog in the morning, even if he seems fine.

I think Tiffany is confused.. not eating meat does not make her a veterinarian.....
If it was just raw meat, that's not toxic so I would not induce vomiting. However, I would watch him very closely for the next few days and call a vet if you see any signs of him feeling ill. Being that it was rotten, he may very well get food poisoning from it (yes dogs can get food poisoning, even though they are more resistant to it than we are, beacause they are scavengers). But I am more worried that he could either 1) develop vomiting and diarrhea since it was rotten, causing him to become dehydrated, which is very serious in a small animal or 2) develop pancreatitis, an extremely painful condition in which the pancreas becomes swollen and inflamed, causing normal digestion to cease. Both of these would require hospital care.
There is a chance that your dog will be perfectly fine, a chance that he will have upset stomach and diarrhea for a few days, or a chance that he will need to be hospitalized. I think upset stomach and diarrhea is most likely.

I would try some other vets in the phone book. There has to be an emergency vet. They will tell you over the phone what to do. It will give you peace of mind.
YES, your dog can get sick and vomit and everything else that goes along with eating bad food. If that meat was rotten, your dog will get sick.
Keep trying the Vet until you reach one.............

If he starts vomiting a lot, starts having a lot of diarrhea, or seems to not have any energy, have him seen right away. If you can keep a watch on him for the next several hours, that's a good thing to do. If he starts acting seriously ill in any way, take him in as soon as possible to be seen by a vet. You know your dog and will be able to see severe symptoms.

Your dog should be fine with just this one intake, check him in the morning. My understanding is that in some countries, Australia for example, dogs are solely fed raw meat diets.
Be more careful with the trash. If your domesticated pet is not accustomed to raw meat, be very careful in the future about leaving raw meat where he can get into the package.
Also, check the consistency and color of his stool in the morning. That will indicate if there's anything to worry about.

I agree your dog will be ok. The recommendation I have is to try to locate an emergency vet which is open 24 hours and keep the number on your refrigerator in case there is an emergency. You never know if you will need one in the future, and you will already have the information. Make sure you know where one is located and how to get there also. Hopefully, you will never have to utilize the service.

Calm down! There's no need to be so frantic! Your terrier will probably be just fine and just have an upset stomach over the next couple days. Just for precautions, take him/her to the vet tomorrow and check everything out. It will most likely not turn into anything seirous.

You can induce vomiting if you are concerned....but call the animal poison control center first.
If your dog has ingested a substance that you suspect is toxic, your first step is to identify the substance in question. Once you know what he ate, call the Animal Poison Control Center - 1-888-426-4435.
In ALL poisoning cases, please seek veterinary care immediately! Vomiting is only a temporary fix, to allow you enough time to get your pet to a vet!
To induce vomiting, give orally, one teaspoon of Syrup of Ipecac, or two teaspoons of Hydrogen Peroxide. In a desperate pinch, a teaspoon of table salt will also have thecorrect effect.

Is he/she showing signs of distress? She/he will try to throw it up naturally if possible. If in distress (tenderness to stomach area, panting, unresponsive) you might want to induce vomiting. How much does she weigh? You can induce vomiting with Hydrogen peroxide, if she's about 10 lbs. I would say give her a measured "recipe type" teaspoon or an eyedropper full.
