If your computer is currently powered on, reboot it and keep pressing "F8" key until you see the Windows startup menu. Then you can select Safe Mode and press enter. If you don't press F8 in time, Windows will boot.

Or as soon as you power on your computer, keep pressing "F8".

I would try F2 or delete. But F8 is the standard for windows to access the Safe mode feature.

Windows98 Safe Mode

To start Windows in safe mode
1. Click Options, and then click Print to print this topic for reference. Windows Help is not available while you start your computer or run your programs on the MS-DOS operating system.
2. Click Start, and then click Shut down.
3. Click Restart, click OK, and then press and hold the CTRL key until the Microsoft Windows 98 Startup Menu appears.
For some machines, you can use F8 instead of CTRL to bring up the Microsoft Windows 98 Startup Menu.
4. Enter the number for Safe mode, and then press ENTER.
5. Click Start, Programs, and click on your antivirus program or whatever to run it.
Notes
 In safe mode, Windows uses default settings (VGA monitor, no network, Microsoft mouse driver, and the minimum device drivers required to start Windows). You will not have access to CD-ROM drives, printers, or other devices.
 You can change settings as needed by clicking Start, pointing to Settings, clicking Control Panel, and double-clicking Network or System.
 After you finish this procedure, you need to restart your computer before Windows will start properly.

Microsoft Office safe modes can allow you to safely use a Microsoft Office program that has encountered certain problems. There are two types of safe modes:
 Automated Safe mode When you start a program and a problem is detected, the program goes into this mode and either fixes the problem or isolates it, allowing the program to start successfully.
 User-Initiated Safe mode You can start a program in this mode to try to resolve certain issues.
Important If you are having problems with a Microsoft Office program, we strongly recommend that you use Microsoft Office Diagnostics to diagnose and potentially solve the problem. For more information, see Diagnose and repair crashing Office programs by using Office Diagnostics.
