And how long should I wait to let him run around again? I used to let him out in the morning and he would play till I went to sleep. I feel bad cause I make him stay in his cage now.

I wouldn't try to put the sand bath back in until the wound is healed.

Try to find a vet that specializes in exotics. He may need some antibiotics/medication to prevent any infections.

It is really difficult for a Chinchilla to hurt the tail. A Chinchilla needs it's dust bath several times a week. Put a little Neosporin or Bacitracin on the wound and the tail should be fine. If you do notice an infection, should get the animal to a vet. Chinchillas have delicate bones and it is recommended that children under 10 do not play with or handle these pets for that reason.

Yeah remove the sandbath. Actually chinnys shouldn't always have access to the sandbath all the time anyway. They only need it once or twice a week. Watch the poor little guy for infection and if neede find a decent vet with chinchilla expertise.
