Red wigglers are great.
Just about any 1/8 oz or less twister tail, 1 1/2" shad body, or hair/feather jig works great for Bluegill...and Crappie too!

I use bluegill for bait! I agree with some of the others, worms.

I never caught a small bluegill with a fly rod and a decent sized fly

The kids and I have had luck with tearing night crawlers apart or maggots and using that for bait.

the good ol' hook and bobber with a small worm. Make sure your not using a huge hook too.
I love catching them the put up a good fight. : )
